Pledge 6: Back fuel poverty initiatives. Provide 50% of all Greenwich residents with information on how to heat their homes efficiently by the end of 2028.

This pledge matters because:

  • Fuel poverty is a significant issue in Greenwich. The Council’s Carbon Neutral Plan first-year review estimates 14,285 households (12%) in the borough are in fuel poverty.

  • According to UK public health and policy research, around 10 % of excess winter deaths are directly attributable to fuel poverty.

  • Broad evidence also shows a detrimental association between fuel poverty and poor mental health outcomes (including stress, anxiety and depression), with multiple UK-focused studies reporting this link across vulnerable groups.

  • Practical “heat your home efficiently” support needs to be one-to-one, not generic tips.

  • Advice plus small in-home measures can quickly reduce both waste and bills.

  • SELCE (South East London Community Energy) provides free, expert, independent energy advice for residents struggling with bills. People can then understand their tariff, usage, and best next steps. This is exactly the kind of borough-wide collaboration this pledge seeks to back and expand.
